The 42-year-old man from Chessington was arrested on suspicion of rape along with a 40-year-old man from Redhill, and both remain in police custody.
It follows a report from the victim, who claims he was approached by two people near Harry Ramsden’s in Old Steine, Brighton, at around 3.30am on Saturday (December 21).
Sussex Police said the alleged rape is reported to have taken place in Steine Lane shortly afterwards.
The victim then managed to get help from someone passing by after the incident, who called police.
On Thursday (December 26), both suspects were arrested.
Detective Inspector Sean Booth has urged any witnesses to come forward and said: “These arrests were as a direct result of excellent work from our dedicated team of staff, officers and the public.
“We are still urging anyone with information about this incident to contact police online, or by calling 101, quoting Operation Attach.”
